Ricardo Carlos Barba provides leadership and technical guidance in safeguard areas, policy implementation, knowledge management, staff skills development, capacity-building for ADB developing member countries and clients, and overall portfolio monitoring and reporting. He has led the design and implementation of urban development and housing projects in Bhutan, India, Maldives, and Sri Lanka.
