Mingyuan Fan is responsible for processing and implementing water and environment loan projects and technical assistance in the People’s Republic of China and Mongolia. He holds a bachelor’s degree in Water and Wastewater Engineering from Chang’an University, and a master’s degree in Municipal and Environmental Engineering from Harbin Institute of Technology.
