Eugenia served as an ADB staff member from 2010 to 2022. Before joining ADB, she was part of the Philippine government team for agricultural trade negotiations at the World Trade Organization. Currently, she consults as an economist with the Asian Development Bank and the World Bank. Her research interests and publications focus on agriculture, trade, and transport economics. She holds a PhD in Economics from the University of Sussex, United Kingdom.
